Arthur Y. Webb is the owner and principal of ArthurWebbGroup, Ltd. The ArthurWebbGroup primarily focuses on the translation of public policy into best provider practices using innovative and strategic models for non-for-profit providers. From 2009 to 2010 he was the chief operating officer of Saint Vincent Catholic Medical Centers of New York. Prior to that, he was president and chief executive officer of Village Care of New York/Village Center for Care, and chair of the board of directors of the Continuing Care Leadership Coalition. Mr. Webb served in New York State government as commissioner or director of four separate agencies—the Office of Mental Retardation and Developmental Disabilities, the Division of Substance Abuse Services, the Department of Social Services, and the Health Planning Commission. He also oversaw the Medicaid program in the State Division of Budget.
