Jeremy Vandehey, JD, leads Milbank’s work on state health care costs and affordability policy as a consultant. In this role, he directs the Peterson-Milbank Program for Sustainable Health Care Costs, which provides direct assistance and networking opportunities to participating states.

Jeremy previously served as the Oregon Market President for PacificSource Health Plans, one of the largest health insurers in Oregon, serving over 500,000 Oregonians across Medicaid, Medicare, and commercial (private) insurance. He was responsible for developing and leading the regional business strategy across lines of business, including strategic growth, provider and partner relationships, community engagement, and government relations.

Jeremy has served in several health care leadership roles with the State of Oregon, including Director of the Health Policy and Analytics Division of the Oregon Health Authority (OHA) and Health Care Advisor to Governor Kate Brown. Jeremy has led or helped shape many of Oregon’s largest health reform initiatives over the last 15 years, many of which have been nationally recognized.

Jeremy’s experience includes negotiating two federal 1115 Medicaid waivers on behalf of the state, negotiating expansion of multiple revenue and provider tax packages to fund the Oregon Health Plan (OHA), and serving as executive sponsor of the state’s largest Medicaid managed care procurement. He led the development and launch of Oregon’s Cost Growth Target program, the “OHP Bridge” Basic Health Plan, and a novel health care mergers and acquisitions review program (known as the Health Market Oversight Program).

Jeremy previously led government relations for Kaiser Permanente’s Northwest Region and served as the legislative director for OHA during the design and implementation of Oregon’s coordinated care program. He has also worked as a public defender, as well as practiced civil and family law. He received his Juris Doctor from the University of North Dakota School of Law and his undergraduate degree in public policy and administration from Western Oregon University. Jeremy resides in Bend, Oregon.
