Courtney N. Phillips, PhD, is a currently serving as the vice president of health affairs and chief health officer at Louisiana State University (LSU). In this role, Dr. Phillips oversees strategic health care initiatives across the LSU system, focusing on strengthening healthcare education, training and workforce development to meet Louisiana’s growing industry needs. She works closely with university leadership, health care entities, and community partners to foster collaboration across LSU campuses, ensuring success in healthcare innovation, training, and interdisciplinary partnerships.

Before joining LSU, she led the Louisiana Department of Health (LDH), the state’s largest agency, managing a $19.1 billion budget and a team of over 6,500 employees. Under her leadership, LDH earned national recognition for its innovative emergency responses. She also spearheaded initiatives to improve behavioral health services, expand Medicaid postpartum coverage, and implement crisis response systems. Prior to LDH, Dr. Phillips served as the executive commissioner of the Texas Health and Human Services Commission and the CEO of the Nebraska Department of Health and Human Services.

Dr. Phillips has a BS in Kinesiology and a MPA from LSU and a PhD in Public Policy from Southern University. She is certified as a Lean Six Sigma Executive Green Belt.
