Shannon Dowler, MD, FAAFP, CPE, is the chief medical officer (CMO) for North Carolina Medicaid within the North Carolina Department of Health and Human Services. Prior to starting her position as CMO in 2019, Dr. Dowler chaired the Physician Advisory Group for Medicaid for many years. During the the COVID pandemic, she led efforts across DHHS related to Telehealth and Health Equity with a focus on increasing testing and vaccinations in Historically Marginalized Populations.
