Margaret O'K. Glavin

Margaret O’K. Glavin is a Visiting Scholar at Resources for the Future (RFF) and is the Executive Director of
the Food Safety Research Consortium. She holds a B.A. in English from Trinity College and an M.A. in
government from Georgetown University. Prior to coming to RFF, she served as Acting Administrator of the
Food Safety and Inspection Service (FSIS) at the U.S. Department of Agriculture (USDA). Glavin has held
several other senior executive posts at USDA, including serving as Associate Administrator and Deputy
Administrator for Policy at FSIS, and Deputy Administrator for Child Nutrition at the Food and Nutrition
Service. She has extensive experience managing large organizations, including strong leadership in
program and policy development and strategic planning, and a wide breadth of knowledge of food safety
regulatory issues. From 1996 to 2002, Glavin oversaw the implementation of federal food safety reforms in
U.S. meat and poultry plants and led efforts to develop new food safety initiatives. November 2003
