Leonard Croom is the Value-Based Payment (VBP) Operations Lead at the North Carolina Department of Health and Human Services (NC DHHS). In this role, he guides the implementation and oversight of population health initiatives and value-based payment programs that advance NC Medicaid’s priorities and improve care for members. Leonard has over a decade of experience in health policy, Medicaid program development, and care delivery reforms, contributing to innovations such as NC Integrated Care for Kids (NC InCK), Healthy Opportunities Pilots, Nutrition Insecurity Cross-Enrollment Pilot, and Advanced Medical Home programs. He earned a Bachelor of Science in Biological Sciences from Campbell University and was nominated for Medicaid’s Unsung Leader Award of Excellence in 2022.
