The Milbank Memorial Fund is an endowed operating foundation that publishes The Milbank Quarterly, commissions projects, and convenes state health policy decision makers on issues they identify as important to population health.
Hilary Kennedy is program director at the National Association of Medicaid Director (NAMD). In her role, she leads the organization’s efforts to design a program of leadership training and support to Medicaid Directors and their senior staff. Before coming to NAMD, Hilary worked at the National Governors Association (NGA) on issues related to Medicaid waivers and reforms and public health. Prior to the NGA, she worked for seven years at AcademyHealth, focusing primarily on state coverage expansions and delivery system reform. Hilary received a Master of Public Policy from the London School of Economics, a Master of Public Administration from George Mason University, and graduated from the University of Virginia with a Bachelor of Arts in Government.
