Elizabeth Kasper, MSPH, is the Care Delivery and Payment Reform Senior Advisor at North Carolina Medicaid. In this role, she leads the design and implementation of population health and value-based payment policies and programs that aim to advance NC Medicaid’s priorities and improve care for members. Liz has worked for over 20 years in health policy and health services research, including work on health quality and public health measures, primary care reform, federally qualified health centers, Medicaid clinical policy, and pharmaceutical regulation and reimbursement. Liz earned a Master of Science in Public Health from the University of North Carolina at Chapel Hill and a BA from Oberlin College in Ohio. She is the daughter of a family physician and mother to three school-aged children who consider her work “boring.”
