James Rajotte, MS, serves as Executive Office of Health and Human Services Director of Strategy and Innovation in Rhode Island. In his role, James oversees the development of comprehensive, whole-of-government strategies for three priority areas: (1) homelessness prevention, (2) Olmstead planning, and (3) systems transformation, including performance management.  

James previously served as an assistant director of health within the COVID-19 Epidemiological Operations Unit at the Rhode Island Department of Health, where he led outbreak investigation and prevention for health care, government, correctional, and employer settings. James was also Chief of the Center for Health Promotion, overseeing programs focused on drug overdose, tobacco and vaping initiation, violence, youth suicide, rape, injury, mental health first aid, and traumatic brain injury.  

James began his career at the Rhode Island Department of Health in 2008 as a health policy analyst, running the internal planning program for the Center for Emergency Preparedness and Response.
