Deputy Chief Operating Officer, System Operations and Development, MassHealth
Amy Dybas is Deputy Chief Operating Officer for System Operations and Development at MassHealth, Massachusetts’ Medicaid and CHIP program. At MassHealth, she leads a team working to scope and design MassHealth’s eligibility systems – and ensure they comply with federal and state requirements and center the member experience. Amy is also the MassHealth lead for the Integrated Eligibility & Enrollment project, which will streamline eligibility processes across multiple state agencies, creating a “one stop shop” for benefits. In her 24-year career with MassHealth, she has balanced big-picture strategy with detailed execution, translating policy into system improvements that reduce barriers to care. She holds a Bachelor of Science in Biology from Brown University and resides in Western Massachusetts with her husband, Bob.
