LaQuana Palmer serves as a Deputy Director in the Division of Health Benefits (NC Medicaid) at the North Carolina Department of Health and Human Services (NCDHHS), where she leads strategy and daily operations for communications and engagement. With more than a decade of experience in nonprofit and government program management, she has held roles in the NCDHHS Office of the Secretary with Healthy Opportunities; at the Foundation for Health Leadership and Innovation as Program Director for NCCARE360; and in Public Health Preparedness and Response as a Public Information Officer and Communications Unit Manager. 

LaQuana has guided communication and engagement efforts for major initiatives, including Medicaid expansion, Behavioral Health and Intellectual/Developmental Disabilities Tailored Plans, the Children and Families Specialty Plan, and Medicaid eligibility and enrollment changes under HR1. She holds a BS in Public Health Education from University of North Carolina Greensboro and an MPA from North Carolina Central University. She also contributes her expertise through community service and national advisory roles.
