Kate Bliss, MSW, MPH, is Director of the Bureau of Health Access, Policy, and Innovation at the New York State Department of Health’s Office of Health Insurance Programs. She develops Medicaid policy related to primary care, telehealth, non-emergency medical transportation, and new technology and benefits. Kate oversees the NYS Medicaid and Child Health Plus Quality Strategy, as well as the Medicaid Advisory Committee and Beneficiary Advisory Council for NYS Medicaid and has worked at the State Department of Health for 15 years in analytics, research, and policy development roles. Kate resides in Albany, New York with her husband and two daughters.
