Acting Rural Health Director, New Mexico Health Care Authority
Elisa Wrede serves as Acting Rural Health Director for the New Mexico Health Care Authority (HCA), leading statewide efforts to improve access and strengthen health care sustainability across rural, frontier, and Tribal communities. She oversees New Mexico’s Rural Health Transformation Program, including initiatives focused on workforce development, provider stability, community-led innovation, and lasting system change.
As HCA’s Strategic Planning Director, Elisa worked across the agency to strengthen planning, performance measurement, and coordination around shared priorities. As Primary Care Innovations Manager, she led the design and launch of the Rural Health Care Delivery Fund and led the New Mexico Primary Care Council. Across these roles, her work has included strategic planning, program development, community organizing, and building partnerships across government, health care, and community organizations.
Elisa is especially interested in turning policy ideas into practical solutions. She believes the strongest programs and policies are shaped in partnership with people with lived experience.
