John McConnell, PhD, is a health economist and professor of emergency medicine and public health at Oregon Health & Science University, where he directs the Center for Health Systems Effectiveness. His research has examined Medicaid as a cornerstone of public health infrastructure, focusing on how policy design has shaped access to behavioral health care, reproductive health services, workforce capacity, and health-related social needs.
