Ms. Joiner is the new Deputy Secretary of the Louisiana Department of Health, the state’s largest agency with a budget of $14 billion. She most recently served as chief of staff and under her leadership, the department implemented the first-ever health equity plan to ensure the department’s services are equitably accessible to the residents of Louisiana.
