5National Intelligence Council, "The Next Wave of AIDS: Nigeria, Ethiopia, India, Russia and China" (prepared under the auspices of David F. Gordon, Washington, D.C., Sept. 2002). The NIC estimates between 50 and 75 million infections for the five next wave countries and between 30 and 35 million for southern and central Africa, yielding a total estimated range between 80 and 110 million collectively by 2010. This does not include Latin America, North America, most of Southeast Asia, Eastern Europe, Western Europe, the Middle East, and elsewhere, where there are likely to be millions of additional infections. This would place 100 million infections at the low end of the NIC range.
