States' Responses to Federal Health Care "Block Grants": The First Year

State implementation of the new federal policy of block grants in health care is characterized during its first year by pro rata budgetary allocations and status quo administration. Increased local authority over spending decreased funds will force a greater divergence between past federal mandates and traditional state priorities. Economizing strategies already begun will spread and services will almost certainly decline.
