
Estimation of the costs of illness and death is always difficult, especially when dealing with progressive conditions having long latency. Preliminary study results suggest that the tragedies of asbestos-associated death and disability are compounded by an unfair and inefficient compensation system. Much of the burden of payments, however inadequate, has been shifted from asbestos producers to taxpayers.
