
The increasing lack of insurance-public and private-is inversely related to ability to bear the economic consequences of ill health. With economic recession, high unemployment, and declining revenues, state and local governments cannot offset federal cutbacks. In a health care industry that is becoming an entrepreneurial business there is little room for charitable remedies.
