Regulating Health Professionals: A Review of the Empirical Literature

A complex and redundant array of regulations-by federal, state, and professional groups-controls production, distribution, and performance of health professionals. Questions of competency, costs, and access are compounded by considerations of freedom of choice. Available literature, based on scant empirical research, supports reform of regulations to make them more accountable to the general public interest.
