
In the last three decades a number of effective national efforts have been initiated and sustained to improve access to health care services by the poor. Community health centers had a special role within an array of programs; they continue to serve the very groups earlier identified as most needy. Data suggest that CHCs can represent substantial cost savings, but further experiments and refinements must guide their future.
