Procompetition in Health Care: Policy or Fantasy?

The history of "imminent" national health insurance is a sobering reminder that current excitement about "imminent" procompetition legislation may be transitory. Nevertheless, arguments advanced for a competitive strategy warrant close scrutiny; Kenneth Arrow's cautions against indiscriminate application of competitive criteria to health care markets are a helpful beginning.
